Since child-resistant packaging comes in all shapes and sizes, not all of which can fit an Excise Stamp, a quick recommended solve is to put the packaging inside a secondary retail carton.
The need for a compliant label on all levels of packaging presents operational challenges with the dynamic variable data required to be affixed to the retail carton, adding an additional layer of complexity as well as financial implications, making this solution less attractive.
